November 2007 District Director Report

SAN FRANCISCO NATIONAL BOARD AGENDA PREVIEW

The San Francisco North American Bridge Championships are just a few days away. I leave for four days of board meetings on November 17th.  The three most important items on our agenda are the 2008 budget, adoption of a revised masterpoint plan, and approval of administrative guidelines for ACBL Games at Clubs and ACBL Club Director Accreditations. I will devote this article to a discussion of the revised guidelines.

Attention: All club owners, club managers, and club directors and players: Please read the following and offer me your comments before I leave for San Francisco. (Pinsky4bridge@earthlink.net).

The Board asked Management to draft a policy to deal with situations where clubs and managers do not follow ACBL policy guidelines. The conduct that was the basis for this request was a club that would, after the game, change the type of game from a STAC to a non STAC if their players did not get a high percentage score. The proposed amendment to the ACBL Handbook includes the following:

1. Management has the right to cancel or suspend a club game sanction for cause upon 30 days notice for operation of a club out of compliance with ACBL regulations, egregious conduct by the club manager or director which is detrimental to the ACBL, unsuitable club venue, or discriminatory practices as set forth in the Handbook.

2. Management may suspend or cancel a sanction without notice if the cause is such that continuation will result in substantial and immediate violation of ACBL Regulations, increase likelihood of a lawsuit against the ACBL or violation of state or Federal law.

3. The notice of suspension or cancellation shall provide the club manager the option of providing Management with reasons in writing why the suspension or cancellation should not take place.

4. The Club may file a written appeal with the Appeals and Charge Committee of the ACBL Board of Directors.

Regarding club directors, Management has the right to cancel a club director accreditation for cause and 30 days notice if the director does not follow ACBL regulations, egregious conduct by the club director which is detrimental to the ACBL, unsuitable club venue, or discriminatory practices as set forth in the Handbook.  The provisions of 2,3, and 4 as stated above for a club also apply to a director.
